Broward County is one of only two counties in Florida that fall inside the state’s official High-Velocity Hurricane Zone (HVHZ) the other is Miami-Dade. Hillsborough County, where Tampa sits, is not. That single distinction changes which product certification your windows need, how strict your permitting review is, and what a wind mitigation inspector is checking for even though both counties use the same statewide insurance discount system.

The High-Velocity Hurricane Zone is defined in the Florida Building Code as covering Miami-Dade and Broward counties only. It’s not a marketing term or a general “coastal Florida” designation it’s a specific legal boundary that determines which product testing standards apply.

Every other county in Florida, including Hillsborough, Pinellas, and Pasco, follows the standard statewide wind-borne debris provisions of the Florida Building Code instead. Hillsborough County (Tampa): What’s Required

In Hillsborough County, impact windows and doors need a Florida Product Approval (FL#) rated for the wind speed and design pressure (DP) at your specific address. Key points for Tampa homeowners:

  • Products need large-missile impact protection for openings at or below 30 feet, and small-missile protection above that height.
  • A statewide Florida Product Approval is sufficient you do not need a Miami-Dade Notice of Acceptance (NOA).
  • Permitting runs through the City of Tampa or unincorporated Hillsborough County building department, depending on your address.

Broward County (Pembroke Pines, Davie): What’s Required

Because Broward is inside the HVHZ, the bar is higher across the board:

  • Products need to carry either a Miami-Dade NOA or a Florida Product Approval specifically endorsed for HVHZ use a standard statewide approval is not automatically accepted.
  • Large-missile impact testing standards are more stringent (TAS 201/202/203 protocols), reflecting design wind speeds that typically run higher than non-HVHZ regions.
  • Permitting and inspection protocols are generally more rigorous, including additional documentation tied to product approval numbers at time of permit submission.
  • This applies to every opening at or below 30 feet, regardless of how far inland the specific property sits within the county.

Why This Trips Up Homeowners (and Some Contractors)

The most common mistake we see is a homeowner or out-of-area contractor assuming a product approved for use in Tampa is automatically fine for a Davie or Pembroke Pines property, or vice versa. Building departments in Broward County will reject a permit application for a window that only carries a standard, non-HVHZ Florida Product Approval even if the physical product is otherwise identical to what’s installed two counties north.

This is also why “Miami-Dade approved” gets treated as a shorthand for quality in Broward County real estate and HOA conversations it’s really shorthand for “meets the more demanding testing standard,” not a guarantee that it’s a better product than an equally well-rated Florida Product Approval item used outside the HVHZ.

Can I install an HVHZ-rated window in a non-HVHZ county like Hillsborough? Yes. HVHZ-rated products meet or exceed standard Florida Product Approval requirements, so they’re accepted outside the HVHZ. The reverse isn’t true a standard, non-HVHZ product typically cannot be used inside Broward or Miami-Dade County.

Does living in Broward County automatically mean a higher insurance discount? Not necessarily. The wind mitigation credit is based on the OIR-B1-1802 inspection results and your specific carrier’s discount schedule, which applies the same way statewide. HVHZ status affects which product qualifies for the “opening protection” category, not the size of the discount itself.

Do I need a different permit process if I live in unincorporated Broward County versus a city like Davie? Yes, the reviewing building department can differ.
