No.
Switchable smart film and hurricane impact glazing are completely different technologies.

Applying smart film to ordinary glass does not convert that glass into a Florida-approved impact window.
If hurricane protection is required, the underlying window or door assembly still needs the appropriate impact rating and product approval.
Can Smart Film Be Added to Impact Windows?
Potentially, but compatibility needs to be checked first. Some impact-glass manufacturers restrict aftermarket films because additional layers can affect:
