Impact window requirements are not identical across Florida. A product appropriate for a Tampa home may not be approved for the same opening in Broward or Miami-Dade County.
The main reason is that South Florida’s Broward and Miami-Dade Counties are designated as the High Velocity Hurricane Zone, while Tampa is outside the HVHZ and follows the broader Florida Building Code wind and wind-borne-debris provisions applicable to its specific site.
South Florida Has the HVHZ

The HVHZ applies specifically to Broward and Miami-Dade. Products installed there must satisfy the applicable HVHZ provisions and be approved for use in that zone.
That affects windows, exterior doors, shutters, and other building-envelope components.
Tampa Is Outside the HVHZ
Tampa does not automatically use the Broward/Miami-Dade HVHZ product rules. Instead, the requirements depend on the property’s applicable wind speed, exposure, building characteristics, and whether the site falls within a wind-borne debris region.
Under Florida’s wind-borne-debris provisions, qualifying glazed openings must generally be impact resistant or protected with an approved impact-resistant covering. So “outside the HVHZ” does not mean “no hurricane requirements.”
What Is a Wind-Borne Debris Region?
Florida’s Building Code identifies wind-borne debris regions based on wind speed and coastal exposure.
Current 2026 code-development language defines these regions using thresholds including high ultimate design wind speeds and certain Exposure D coastal areas. Glazed openings in covered regions must generally be impact resistant or protected by an approved impact-resistant system.
A Tampa-area property’s exact requirements therefore need to be determined from its site conditions rather than from the city name alone.
Why South Florida Products Can Cost More
HVHZ products may need:
- HVHZ-specific approvals
- more demanding pressure capabilities
- particular anchoring
- tested configurations
- additional documentation
This can reduce the number of product configurations suitable for a project and can increase material or installation costs. South Florida pricing therefore should not automatically be used as the benchmark for Tampa or vice versa.
Design Pressure Still Matters in Tampa

A Tampa window cannot be chosen only because it carries a statewide Florida approval. The product also needs enough positive and negative design pressure for the opening.
Required pressure depends on:
- structure height
- exposure
- building geometry
- opening location
- wind speed
- opening dimensions
A large corner window may require a different rating from a smaller window near the centre of the wall.
Impact Window or Shutter Protection?
In areas requiring wind-borne-debris protection, Florida’s code allows compliant impact glazing or approved impact-resistant coverings such as qualifying shutters. The right choice depends on the existing windows, budget and desired level of storm preparation.
Miami-Dade NOA Is Not Automatically Required in Tampa

One frequent misconception is that the words Miami-Dade approved are required everywhere in Florida.
They are not. Outside the HVHZ, many products use statewide Florida Product Approval instead.
A Miami-Dade NOA can still demonstrate robust testing, but the project’s actual code requirements should determine the product not a marketing label.
Why the Same Manufacturer May Offer Different Products
Manufacturers often sell multiple product lines.
One may be approved for:
- Florida outside the HVHZ only
while another may be approved for:
- both statewide use and HVHZ use.
This is why homeowners should compare the approval for the exact model, not merely the manufacturer’s name.
Installation Details Differ Too
The approved installation method can change based on:
- wall construction
- frame type
- fasteners
- anchoring
- sill conditions
- structural substrate
South Florida and Tampa installers may therefore be working with different approved configurations even when the finished windows look similar.
Does Tampa Need Impact Windows Everywhere?

Not every Florida property is subject to exactly the same opening-protection requirement. The correct answer depends on the property’s code conditions.
Homeowners should have the installer or design professional verify the applicable wind-borne-debris and wind-pressure requirements before ordering.
Which Location Has Stricter Requirements?
South Florida’s HVHZ has historically had more specialised hurricane-related rules and testing requirements than the rest of the state. That does not mean Tampa installations are lightly regulated.
It means the applicable standards and approval pathway differ.
Compare the Product Approval, Not the Marketing
Whether the property is in Tampa, Davie, Fort Lauderdale or Miami, ask for:
- approval number
- impact classification
- HVHZ status
- design pressure
- maximum approved dimensions
- installation instructions
Those documents provide more useful information than simply seeing “hurricane window” on a brochure.
